Adam Brendamour and Tom Squillo discuss this topic in their white paper “Designing an Energy-Efficient Supercomputing Center,” which was accepted by the International Conference on Parallel Processing (ICPP 2019) that took place in Kyoto, Japan this August. The four principles guiding the design decisions are flexibility to support future systems, sustainability, lifecycle costs, and initial cost.
